廉洁年金能否让公务员廉洁?

日前,国务院发展研究中心首次向社会公开了其为十八届三中全会提交的“383”改革方案总报告全文。该方案勾勒出了一幅详尽的改革“路线图”,其中提出,建立廉洁年金制度:公职人员未犯重大错误或未发现腐败行为的,退休后可领取廉洁年金。此外,率先从公共部门及国有企业领导班子和新提拔干部做起,加快官员公布个人财产进度。

对此,你怎么看?

Civil servants will be rewarded financially after retirement if they resist corruption and remain honest during their service.
This is part of the plan submitted by the Development Research Center of the State Council to the upcoming third plenums.
The plan is intended to fight against rampant corruption in China.

Li Chaoqi says on English.people.com.cn:
Aren't civil servant supposed to be clean in the first place? Isn't clean performance a basic requirement for civil servants? The government should not spend the taxpayers' money to subsidize the government employees for being clean.

On xinhuanet.com, Shen Xiaoping thinks the move will be positive,
The average salary of the civil servants in China is not very high. The incentives of being corrupt offer more lure than that of being clean. The reward system will add to the benefits of being clean, and encourage civil servants to perform better while serving the people.

Zhu Lijia, a professor from the Chinese Academy of Governance says
on sc.sina.com:
It is nothing more than a new form of welfare for civil servants. We are just copying the example of Singapore and Hong Kong. But the systems work well there simply because they have an asset disclosure mechanism. If we do not make the assets of civil servants transparent, we will not be able to decide whether they are clean or not.

Yu Fenghui comments on cnr.cn:
Civil servants are already enjoying a higher pension after retirement than employees from private enterprises. If they benefit from the new performance reward, the gap will be even larger. It is totally unfair.

Wu Longgui says on ycwb.com:
We should first figure out where the money is coming from. You can't ask the public to pay for the reward for civil servants who are already receiving tax payers' money. They should pay for it themselves as reserve for future reward.

A commentary says on xinhuanet.com:
How to set the standards of the amount of money? If the reward is too high, it will be a big burden on tax payers. And if it is set too low, it will fail to serve as an incentive. Besides, the system should be based on streamlined government agencies, and fewer civil servants. And a monitoring system should also be established to check their performance.
